Psalm 81:3-4

Blow the ram's horn at new moon and again at full moon to call a festival! For this is required by the decrees of Israel; it is a regulation of the God of Jacob.

Blow the ram's horn at new moon and again at full moon to call a festival! 
Exodus 19:12-13  "Mark off a boundary all around the mountain. Warn the people, 'Be careful! Do not go up on the mountain or even touch its boundaries. Anyone who touches the mountain will certainly be put to death. No hand may touch the person or animal that crosses the boundary; instead, stone them or shoot them with arrows. They must be put to death.' However, when the ram's horn sounds a long blast, then the people may go up on the mountain."
Joshua 6:4-5  "Seven priests will walk ahead of the Ark, each carrying a ram's horn. On the seventh day you are to march around the town seven times, with the priests blowing the horns. When you hear the priests give one long blast on the ram's horns, have all the people shout as loud as they can. Then the walls of the town will collapse, and the people can charge straight into the town."
1 Chronicles 15:27-28  David was dressed in a robe of fine linen, as were all the Levites who carried the Ark, and also the singers, and Kenaniah the choir leader. David was also wearing a priestly garment. So all Israel brought up the Ark of the LORD's Covenant with shouts of joy, the blowing of ram's horns and trumpets, the crashing of cymbals, and loud playing on harps and lyres.
Nehemiah 10:32-33  "In addition, we promise to obey the command to pay the annual Temple tax of one-eighth of an ounce of silver (1/3 of a shekel, 4 grams) for the care of the Temple of our God. This will provide for the Bread of the Presence; for the regular grain offerings and burnt offerings; for the offerings on the Sabbaths, the new moon celebrations, and the annual festivals; for the holy offerings; and for the sin offerings to make atonement for Israel. It will provide for everything necessary for the work of the Temple of our God."
Isaiah 1:13-15  "Stop bringing me your meaningless gifts; the incense of your offerings disgusts me! As for your celebrations of the new moon and the Sabbath and your special days for fasting--they are all sinful and false. I want no more of your pious meetings. I hate your new moon celebrations and your annual festivals. They are a burden to me. I cannot stand them! When you lift up your hands in prayer, I will not look. Though you offer many prayers, I will not listen, for your hands are covered with the blood of innocent victims."
